2016 changes

Cyber Chip and the Scout Rank

A special notice was added today to the Scout rank about the Cyber Chip requirement for fifth-grade Webelos Scouts that crossover to a troop who earned their Cyber Chip for their grade, but while they were a Webelos Scout. I think that is a good topic to cover and welcome the inclusion, but I think the guidance provided is not complete and could be misinterpreted. Yes, a Scout can use his Level I Cyber Chip earned while a Webelos Scout for his Scout rank, but he is required to demonstrate his knowledge to his Scoutmaster.

BSA provided more detailed guidance and clarification exactly on this point. Here is a quote from a longer article [emphasis in original]:

A transitioning Webelos Scout who holds an unexpired Cyber Chip card for his current school grade has fulfilled this portion of the Scout rank requirement as part of the Webelos “Scouting Adventure.”
  • If his Cyber Chip card is currently valid, he should simply demonstrate his knowledge to his Scoutmaster or other designated leader after joining the troop. This is not a retest. If, however, the Scout has not grasped these concepts, they may be reviewed (based on Cyber Chip requirements for the Scout's current grade) to ensure understanding.
  • All Cyber Chip Awards expire annually, so if a new Scout’s Cyber Chip card for his current grade has lapsed, he simply needs to “recharge” the chip by going back to the Netsmartz Recharge area.

I think it would be better to use this quote from BSA in lieu of the current special notice, which doesn't mention that the Scout needs to "demonstrate his knowledge".

My recommendation is to use this quote (or a faithful summary of it) from the Advancement News article. If we accept that, it could be included in the main Scout rank article or included in the protected requirements template page for the Scout rank. The benefit to including it in the requirements template page is that it would be included in the mobile version of the page and for those folks who print just the requirements using the template page and not the other information on the main rank page. My recommendation is that it is important enough to include on the requirements template page. Comments? — Nicouds 21:25, April 13, 2018 (EDT)
