Scouting's Journey to Excellence is the BSA's council performance recognition program designed to encourage and reward success and measure the performance of our units, districts, and councils. It is meant to encourage excellence in providing a quality program at all levels of the BSA. The point of JTE is to provide a rough guide, a roadmap, towards the types of things that excellent units do, and to reward participation in the process. Each level has a set of goals, and various points can be earned for meeting those goals at various levels. Gaining enough points in enough categories will earn units (and districts, councils, Explorer posts) either a bronze, silver, or gold recognition for the year.

Journey to Excellence uses a balanced approach to measure performance. It guides program planning before the year begins, monitors activities for continuous improvement during the year, and recognizes performance at the end of the year. In planning your strategy, use actual numbers from the previous year to guide your performance improvement goal planning. The period for measuring performance will be the calendar year.
