The Advancement Program Manager is a position of responsibility appointed by the Captain who supervises the Eagle and Denali trail advancement in a Varsity Scout team. He plans and is primary leader for advancement events within the team.

Position description

The Advancement Program Manager is an appointed leader of the aspects of the advancement field of emphasis in his team: Eagle trail rank advancement, Varsity Scout Letter and Denali Award advancement, and Scouting awards and merit badges. activities for Religious Emblems may also be coordinated with the team Chaplain Aide. He works with an adult Advancement Program Adviser to plan and perform primary leadership for team practice sessions and advancement events. He usually serves a 6- or 12-month term.

Multiple concurrent program managers for this field

The team captain (in consultation with the Team Coach) may optionally appoint one or more advancement program managers in the following ways:

  1. The Team Secretary also performs the duties of advancement program manager.
  2. The Team Secretary fulfills the requirement of primary leadership of an advancement program manager by faithfully performing the regular duties of his position. This option could apply when a team already has functioning program manager(s).
  3. Multiple advancement program managers are appointed within a team or squad. Advancement program managers work together and coordinate with other program managers from the other four fields of emphasis for activities or a big event.
  4. Appointment of two types of advancement program managers: one plans activities for rank and Denali advancement; the other plans activities for team Scout awards, individual Scout awards, or for earning religious emblems.

Responsibilities

  • Keeps track of advancement progress for each team member.
  • Communicates with team members to determine advancement needs.
  • Represents the team members' needs at squad meetings.
  • Coordinates team advancement activities (and coordinates with other advancement program managers when there is more than one). Meets with adult program adviser to plan a worthwhile activity to satisfy each activity requirement.
  • Motivates team members to advance in Scouting.
  • Promotes progress for each team member to earn his religious emblem.
  • Conducts boards of review for team members earning Tenderfoot, Second Class, First Class, Star, and Life ranks and the Denali Award.
  • Plans and assists with coordination of recognition ceremonies and courts of honor.
  • Set a good example of rank advancement by earning a Varsity Scout Letter, Denali Award, or another Scout awards.
  • Enthusiastically and correctly wears the Scout uniform (all four parts).
  • Lives by the Scout Oath and Law.
  • Shows Scout spirit

Procedure

The advancement program manager meets with each team member from his team or squad, and creates/updates an individual advancement plan for Eagle rank and Denali Award. During the meeting with each Varsity Scout, they jointly determine the "next step" or impediment needed to be overcome. He then plans activities that will help each Scout advance. Planned activities for each Scout may be as complex as organizing a merit badge clinic needed by many boys or providing help with an Eagle Project. Activities may be simple such as the program manager individually helping pass lower rank requirements or helping a Scout get ready to meet with a merit badge councilor to pass off outstanding requirements.

The advancement program manager especially encourages team members of lower ranks (First Class rank and below) to advance to Star rank. He does not impose advancement deadline pressure, but instead meets regularly with Scouts not advancing, and works on the individual's advancement plan and discusses ways to overcome obstacles.

Working with an adult advancement program adviser

The Advancement Program Adviser is the adult counterpart to the Scout program manager. The program adviser helps and encourages the youth program manger to:

  • Establish a personalized advancement schedule for each Scout and help each Scout set goals to obtain the Eagle Scout rank, Denali Award, and religious emblems.
  • Keep the team coach apprised of the advancement needs of the team.
  • Set up boards of review on regular basis.
  • Reach out to the Varsity Scouts who are lagging behind or are not active in team meetings and events.
