Every Cub Scout pack is under the supervision of a Pack Committee. This committee consists of a minimum of three registered adult members, one of whom will be the Pack Committee Chairperson. The Pack Committee Chairperson organizes and chairs the Pack Committee.
The Pack Committee consists of the following people or roles:
- Chartered Organization Representative
- Pack Committee Chairperson
- Pack Secretary
- Pack Treasurer
- Pack Advancement
- Public Relations
- Membership and Registration
- Friends of Scouting
- Cubmaster (not necessarily a voting member)
- Pack Trainer
Regardless of the size of the pack committee, these responsibilities must be performed:
- Make recommendations to the chartered organization for final approval of pack leadership.
- Recruit the Cubmaster and one or more assistant Cubmasters, with the chartered organization's approval.
- Provide adequate and safe facilities for pack meetings.
- Coordinate the pack's program and the chartered organization's program through the chartered organization representative.
- Help with pack charter renewal.
- Help stimulate the interest of adult family members through proper programming.
- Supervise finances and equipment.
- Work closely with the Cubmaster.
- Ensure that all Tiger Cubs, Cub Scouts, and Webelos Scouts receive a year-round, quality program.
- Complete pack committee Fast Start Training and Basic Leader Training for the position.
- Conduct, with the help of the Cubmaster, periodic training for parents and guardians.
- Cooperate with other Scouting units.
- Is at least 21 years old, subscribes to the Declaration of Religious Principle, and agrees to abide by the Scout Oath or Promise and the Scout Law. Possesses the moral, educational, and emotional qualities that the Boy Scouts of America deems necessary to afford positive leadership to youth. Is selected by the chartered organization, and is registered as an adult leader of the BSA. One of these members is designated as pack committee chair.
- Obviously, with a committee of three, members must assume responsibility for more areas of service than with a committee of seven or more, where the responsibilities can be divided among the members. Although packs can and do operate with a minimum of three committee members, experience has shown that a larger committee generally ensures a stronger, more stable pack and is better able to perform all the required functions to ensure a successful pack program. It is also a way of involving more pack families in meaningful service to the pack.
A strong pack committee will have individual members assigned to such areas as record keeping and correspondence, finances, advancement, training (Pack Trainer), public relations, and membership and reregistration. The pack committee chair decides how the responsibilities should be divided and gives committee members assignments.
Members of the pack committee are selected by the pack's chartered organization. Although the Cubmaster, the den leaders, and their assistants are not automatically members of the pack committee, they attend the monthly pack leaders' meetings and participate in planning activities.
Pack Committee Chair
- Reports to the chartered organization
- Leads the monthly pack leaders' meetings and the annual pack program planning conference
- Guides the selection of new leaders
- Assigns responsibilities to the committee members Pack Secretary
- Keeps informed about program literature to help new leaders know what resources are available
- Maintains membership, advancement, and attendance records in the Pack Record Book or similar records
- Handles pack correspondence
- Keeps records of meetings
- Maintains a bank account for the pack funds, where two pack leaders must sign all checks
- Collects dues from den leaders
- Keeps pack financial records
- Prepares an annual pack budget
- Guides the pack in conducting money-earning projects
- Understands the Tiger Cub, Cub Scout, and Webelos Scout advancement programs and how boys advance
- Works with the den leaders to be sure that advancement takes place
- Receives from the den leaders the advancements to be recognized at each month's pack meeting
- Obtains the badges and other recognitions and arranges for presentation at the pack meeting
- Orients parents of new pack members
- Delivers Fast Start Training to new leaders in the pack
- Delivers Basic Leader Training, including New Leader Essentials and specific training for Cub Scout leader positions
- Encourages all leaders to participate in training
- Keeps pack training records
Public Relations Member
- Publicizes and promotes pack activities
- Urges pack participation in events of the chartered organization, such as Scout Sunday or Scout Sabbath
- Encourage pack service projects
- Prepares a pack newsletter with schedules and activity details
- Helps the Cubmaster plan and conduct outdoor pack activities
- Arranges for tour permits when required
- Arranges transportation for pack activities
- Helps Webelos den leaders plan outdoor den activities, such as overnight campouts
- Ensures that BSA health and safety requirements are met
- Makes sure that at least one adult has completed BALOO training before conducting pack campouts
Packs may have other committee members, such as a membership and relationships member, and a Friends of Scouting member.
