    Any registered user can edit the article, e.g., Emergency Preparedness, and can fix broken links. (Only the requirements section is protected.) We invite and encourage Users to (attempt to) fix a broken link whenever they come across one, or by annotating it as broken. You can report a list of specific multiple broken links here on the talk page. (Or, you can annotate it next to each (broken) link on the article page itself.
