From the BSA site: "The World Crest is an emblem of the World Organization of the Scout Movement and is authorized for wear on the uniform of all member associations as a symbol of membership in a world brotherhood. It is authorized by the Boy Scouts of America to be worn by all adult and youth members as a permanent patch centered horizontally over the left pocket and vertically between the left shoulder seam and the top of the pocket." http://www.scouting.org/International/Highlights/22-330.aspx

AND

"An emblem of the World Organization of the Scout Movement, the World Crest may be worn by all registered youth members and adult leaders..." http://www.scouting.org/International/recognitions.aspx

I don't find anything to indicate that it is mandatory, and I see an increasing number of Scouts refusing to wear it (since it now symbolizes "World brotherhood" rather than international activity). I propose that we change the wording from "...Crest is now worn by all..." to "...Crest is now authorized to be worn by all..." That makes it clear that it is not a mandatory patch.
