  1. Be a registered youth or adult member with a valid amateur radio license, of any class, issued by the Federal Communications Commission.

Note: A GMRS license from Radio Shack is not an amateur radio license. Only a Technician, General, or Extra license (as well as the old grandfathered Novice and Advanced licenses) are amateur radio licenses.
