Usage
This template must always and only be:
- applied by Administrators;
- substituted; and
- placed on the offending User's page.
Also, this template cannot be removed by the User because the User has been blocked; it should be not be removed by an administrator and remain in place (for admin reference) until the User is deleted from the system at some future time.
Variables
- Automatic var "PAGENAME" equals the name of the page where the template is being used
- var1 equals the referenced Admin's sig
