Webelos Activity Badges (Pins) in 12, 15 or 18 months.
Webelos Scouts who start in 5th grade can still cross over to a troop in December.
The Webelos Scout Program prepares boys who have completed third grade or are age 10 but have not yet completed fifth grade or reached age 11 1/2 to bridge into a troop. Pronounced "WEE-buh-los", the word "Webelos" means WE'll BE LOyal Scouts. After earning the Bobcat badge, a boy may earn the Webelos Badge and Arrow of Light Award. Shorter Webelos Scout Programs are available for Webelos who start in fifth grade to earn their Arrow of Light in as little as six months.
The Webelos Program is more challenging than Tiger, Wolf, and Bear programs for younger Cub Scouts. Webelos Scouts take part in Cub Scout pack meetings and activities as well as Webelos den meetings, activities, and outdoor fun. Webelos Scouts can earn Webelos Activity Badges/Webelos & Arrow of Light Adventure Pins and Belt Loops and Pins at any time. The Webelos uniform has six parts.

Webelos Den Meeting
Webelos Scouts work on one of 20 Webelos Activity Badges "during their weekly den meetings". The Webelos Scout learns the skill, practices it, and brings work to den meetings to show others. The Webelos Den Leader or Activity Badge Counselor, rather than a parent, approves most of the activity badges. Webelos families can sign off requirements as authorized by the Webelos Den Leader. The Fast Tracks provide plans for each den meeting. (See: Advancement}Webelos Camping
Webelos Scouts camp as dens, at joint den-troop campouts, and at Webelos Resident Camp (See: Outdoor Program}:
- Webelos Scout-and-parent overnight den campouts are under the leadership of the Webelos den leader.
- Den-Troop campouts strengthen ties between the pack and a troop.
- Webelos Resident Camp is a summer camp tailored for their program.
Webelos Program Notes
- The Webelos Activity Badge Worksheets let the Den Leader verify that each Webelos Scout completed each requirement.
- The worksheets also allow families to track homework requirements for badges such as: Family Member, Fitness and Handyman.
- The Webelos Badge requires at least 3 month active participation, Fitness, Citizen, and one other activity badge.
- The Webelos Arrow of Light Award can be earned in December of the Fifth grade year allowing cross over that month to Boy Scouts.
- By bridging (transferring to a Troop) in 18 months, boys have the chance to participate in troop activities and fundraising before their first Boy Scout Summer Camp.
- The Bridging Ceremony (or "Cross over") is typically held later, often in February at the Pack's Blue and Gold Banquet.
- Webelos Scout can earn Cub Scout Belt Loops & Pins even if they had earned them previously.
Webelos Who Start in Fourth Grade
Adapted from the Webelos Leader Guide
- These plans allow active Webelos who start in the fourth grade to:
- Earn the Webelos Badge in as little as 3 months
- Earn the Arrow of Light in as little as 6 months
- Earn to all 20 Webelos Activity Badges in either the 18- or 15-month program using the Fast Tracks.
- Bridge (transfer) into Boy Scouts in December of their fifth grade year.
- Earn Activity Badges (pins) by also working on their own.
The Bridging Ceremony (or "Cross over") is typically held later, often in February at the Pack's Blue and Gold Banquet.

Fourth and Fifth Grade Webelos in One Den
Smaller Packs may not have enough Webelos 1 (fourth-graders) or Webelos 2 (fifth-graders) to have two separate Webelos Dens. In this case, the recommendation is to have a single Webelos den but offer two programs at the same time. The fourth-graders complete their Webelos 1 content as shown above while the fifth-graders complete their Webelos 2 content.
Webelos Who Start in Fifth Grade
Adapted from the Webelos Leader Guide
- This plans allows active Webelos who start in the fifth grade to:
- Earn the Webelos Badge in as little as 3 months
- Earn the Arrow of Light in as little as 6 months
- Bridge (transfer) into Boy Scouts in December of their fifth grade year.
- Also earn Activity Badges (pins) by working on their own.
The Bridging Ceremony (or "Cross over") is typically held later, often in February at the Pack's Blue and Gold Banquet.

- Bridge (transfer) into Boy Scouts when they turn 11.
- Also earn Activity Badges (pins) by working on their own.
See your leader for details.
