Complete Angler is not a merit badge.

The BSA Complete Angler Recognition was developed by the BSA National Fishing Task Force to honor well-rounded youth anglers. It replaces the Certified Angler Award. Unlike that previous award, the Complete Angler Recognition does not require an online test. Once a youth completes the requirements, that youth is eligible to receive the patch.
