I've had some success emphasizing the C's. I point out that the C in both the 7th Leave No Trace principle and the 3rd Outdoor Code point are "considerate" which is different from the "C" in the Scout Law, which is "courteous". I then have youth memorize the 4 C's of the Outdoor Code, which are: Clean, Careful, Considerate, Conservation-minded. Once they memorize those four, the rest of the Outdoor Code is almost trivially easy to memorize, at least in short term memory (and repeated short-term memorization will eventually lead to long-term memorization).
